It doesn't take a great leap of faith to think that much of what is taking place might be Saleh, the new economic advisor and Shabibi's friend, behind helping engineer these changes and Shabibi's return.

...your guess is as good as mine. I just know were I Abadi and if I really wanted all these reforms to work along with getting rid of Maliki once and for all, I would re-instate Shabibi not only because he has international standing and is well respected, but because he has demonstrated his expertise and authored the monetary plan that got them to this point.
I would make him the governor at least until he finished his plan allowing him to finish his job of putting humpty dumpty back together again getting full credit.
Then let him retire honorably when he wants to with full retirement benefits.
But that's just me.
