Wednesday Morning News Summaries

Planning of Kirkuk, officially calculates the allocations within the budget

The Governor of Kirkuk along with the Ministry of Planning are introducing the allocation of the petrodollar, or $5/citizen for the province....also of strong encouragement is the fact that they are also working on strategies to get projects rolling again,

so IMO...this must mean they are expecting funds to be forthcoming...soon...which can only mean an approved national budget I would speculate.

Talabani's party is the government's decision on Article 140 step to erase the impact of policies "wrong" policy of Arabization

Talabani's party has been promised positions in the Kirkuk government as they also are taking steps to compensate Arabs coming to Kirkuk through Article 140, where the Arabs are having lands returned to them that had been confiscated by the former regime....

this decision stems from the work of a higher committee who is making the proposals that affect 800 Arabs returning to the area....this must come as a surprise to the Arabs.

D. Appearance of Mohammed Saleh: merging the budgets of 2014 - 2015 is supported by the Financial Administration Act

Again there continues to be speculation of merging the 2014 and 2015 budgets together......from my own personal belief I don't see this happening as it will only cause further delay in things and the Iraqi citizens are in need of a budget NOW.....

I seriously doubt that there have been any talks even of a 2015 budget at this stage.....Dr. Mohammed Saleh also seems to think that such a merger would be out of the question....

they talk of the caretaker government taking over after June 14, but I seriously don't believe this new government will do much in a short length of time...bottom line...they seem to be willing to "study" such a proposal but again I don't see it gaining much headway.

Basra allow 11 investment projects during April at a cost of 756 million dollars

We continue to see slivers of signs of life coming back to certain parts of Iraq...Basra is allowing 11 investment projects for the month of April to the tune of $765 million dollars.....

where are they getting the money to crank these projects up, unless it is either flowing from foreign investors....or they know a budget is forthcoming....and these aren't necessarily key projects either....

they are for building a sports center, building of 5-star hotels....the Basra council is also working on a plan of approved projects for 2014 that total 6 trillion dinars....again a hint of budget money to come.

Iraqi investment in Egypt more than 400 million dollars

Iraq's investment in Egypt totals more than $400 million dollars....it seems rather amazing that a country would consider Iraq to be worthy of providing investment dollars to various sectors of their industry....when Iraq is so sorely hurting for investment dollars themselves....just an odd thing.

Minister: Turkey starts sale of Kurdish oil to global markets

Sounds like a big announcement that Turkey has started selling the Kurd oil being stored at Ceyhan.....but to me an even bigger announcement is them stating an end to disputes between Baghdad and the Kurds....

meanwhile deposits from the sale of the oil is being placed into a Turkish bank....could this "ending of the dispute" be a sign of political agreements being made between Maliki and the Kurds.....time will tell.

Prime Minister Nuri al-Maliki delivers bonds residential land to the citizens of the Faili Kurds, Christians and Mandaeans

Maliki is seen promoting diversity of religious beliefs and nationalities in delivering bonds for residential lands around Baghdad....

these bonds will be used to improve housing for many who are in the Baghdad area in conjunction with the National Initiative for housing.....just an opinion here....

but we have seen a couple of articles regarding Maliki and both seem to portray him in a softer light than we are accustomed to seeing him....change?

MP al-Maliki is not permissible to extend the life of parliament legally and constitutionally after June 14

A MP states that the current Parliament government cannot be legally extended beyond June 14 for purposes of approving the 2014 budget....this is stated in Article 57 of the Iraqi Constitution....

the government will see the implementation of a caretaker government after June 14 until a new government is seated....

I see this caretaker government being much like what we call a lame duck in government knowingly on their way out thus not too fruitful in getting things done.

War: the current government will continue with full powers until the formation of the new government

Now we have a legal expert who is stating that after June 14 the existing government will remain seated in full force until the seating of the new government....

something that happened in 2010 after the elections and the long drawn out process of deciding who had won....Iraq....don't like the current opinion of what is going on....wait 5 minutes and see it change before your eyes.

Financial: new proposals to address the debt of Iraq

Iraq continues to work on its debt to creditors around the world.....through Paris Club agreements 80% of their debt has been reduced.....to the point they currently owe $4 billion dollars in corporate debt to be paid back between 2004 and 2028....

apparently there are several proposals floating around regarding ways for Iraq to take care of its debt....the first is to provide investments in Iraq for debt forgiveness....

the second is to give oil in place of money owed....and the third is to restructure the debt to where it is paid in installments over 10 years....

there is mention of the DFI money that is currently deposited in the Federal Reserve Bank of New York....the protection of these funds is due to expire on May 22.....

the CBI now has access to these funds and the fact that the Federal Reserve bank is an extension of the US Central Bank....and Central Banks tend to protect the funds deposited by other Central Banks, especially where economic stability is at stake....

there is a feeling that the debt to creditors does not pose a threat to Iraq at this time....I'm thinking it may be interesting to see who is knocking on Iraq's door come May 23....

we know that Iraq has been working on the DFI funds and making assurances they are kept safe, so time should tell how successful they have been in this endeavor.

Maliki heads to China this weekend to participate Conference Shanghai and meet with the Russian and Iranian presidents

Sniffing the air....seems that something may be up.....Maliki traveling so far from home when things are on the brink of potential change for Iraq regarding the new government....

one would think that M would be in the thick of things in making alliances and such....but then again...maybe he has already got those set....case in point the earlier article about oil sales in Turkey of Kurd oil....just something to make one put a finger to the forehead....

this trek to China will also see Maliki meeting with Russian President Putin and Iranian leader Rohani....one must wonder what they will be talking about...

allegedly to discuss means of improving security and strengthening stability in Asia and also measures to deal with terrorism....hmmmm how to deal with terrorists....meet with those who seem to carry that label themselves....not a good sign.

Finance Minister warns of merging the budgets of 2014 - 2015

The Minister of Finance is warning of legal issues with any attempt to merge the budgets of 2104 and 2015....something that we've already heard today.....

he also mentioned that that the government will seek a loan of 9 trillion dinars to repay the petrodollar allocation to the provinces....

seems to me they would need to float a loan for this even if the budget had been passed as it was supposedly not built into the budget the way it is now written....meaning an increase in the budget deficit.

US to investigate Kurdish budget cut from Baghdad

Two members of the US Iraqi Embassy force visited with Kurds regarding the cuts to the Kurdish budget by Baghdad...they were told that for the past decade the Kurds were to get 17% of the annual budget each year but really only saw around 11% each year....

meanwhile there is no specific mention of the US delegation actually doing anything beyond looking into the situation from the Kurd side....they "hope" for quick resolution to this 10 year dispute....don't hold your breath though.

Sources: Maliki is ready to cede the third term on condition of prosecution!!

Iraqi National Alliance sources say that Maliki is ready to give up the reins of the government on conditions that he not be prosecuted.....

allegedly Maliki sees that it is impossible to win a third term without attaining 80 seats in Parliament....

my take on this is that we have not heard this directly from Maliki....until you see his butt fading into the Iraqi sunset I say....don't count him out of the fight.

The eight members committee, formed by the National Alliance, began its work yesterday

The Iraqi National Alliance has formed a committee within itself to work on strengthening their bylaws and laying new foundations....

the INA is working to become the largest political bloc for obvious reasons....they did mention a meeting that was held at Maliki's home yesterday to discuss the election and the political situation within Iraq but did not offer details of that meeting.

Mr. Hakim stresses during a meeting with Najafi that the National Alliance has started to make steps towards forming a government reassuring for all

Mr. Hakim, I would be very cautious about any sudden plans before election results are announced....things have a way of not being as they seem....and they can definitely change right before your eyes as witnessed in 2010.....

I would be leery of counting chickens before they hatch....there is a fox in the chicken coop still.

Maliki , Hakim and Chalabi agree on joint views

Further evidence that the fox is in the hen house....Maliki is well known for talking out of both sides of his mouth...and I see him speaking now from one side, and preparing to talk from the other side if he can secure an alliance with the Citizen bloc....I would be very careful in how one perceives things in Iraq at this point in time.

De facto Implementation of HCL and Article 140?

More rehash of a special higher committee being formed to have great latitude in seeing that lands formerly stripped from Arabs in Kirkuk can be given back to returning Arabs or that they are compensated for their losses in a financial way.
