National Coalition warns against trying to manipulate the cash reserves of the Central Bank of Iraq
The National Coalition believes that Maliki may have ulterior motives in replacing Turki with a new governor for the CBI, they have voiced an opinion that purports sinister intentions that give cause for alert to danger and devious intentions ahead. By constitutional requirement the CBI is separate from the government so that there is no attempt to use funds from the CBI in a manner that is not prescribed by law.
Maliki appointed Lt. Gen. Mahdi Gharrawi commander of Nineveh operations Without getting into a bunch of names, Maliki has taken it upon himself to replace the commander of Nineveh security operations with a Lt. General of his own choosing. There has also been pretty much a wholesale replacement of most security chiefs in the province. The governor of the province is not exactly happy at this choice since he apparently was not consulted but rather told who would be the replacement. This change was brought about by what Maliki believed to be lackluster efforts with security within the province.

The Citizen bloc also is showing concern over Maliki's choice to head up the CBI....they believe that there are close ties between Maliki and al-Allaq, who is a leader within the Dawa Islamic Party and a former Secretary General of the COM....their hope is the CBI continues to remain independent in its role going forward.
